American regulation keeps perpetuals offshore, so the most traded instrument in crypto trades elsewhere. Custody rules didn't just make spot ETFs possible; they picked the buyers, because an ETF is the only wrapper pensions and RIAs are allowed to touch. And when regulators permit staking inside a fund, the effect isn't a headline — it's a change to the asset's supply curve, converting passive holdings into yield-bearing ones.

That's why reading regulation as good-or-bad news misses the point. A rule change is a market-structure event. It redistributes liquidity across venues, wrappers, and yield states of the same asset.

The practical signal: when a rule changes, ask what it makes newly possible and newly impossible — not whether it's bullish. Legal availability is a slow variable that compounds faster than sentiment. Markets front-run sentiment daily; they front-run architecture over quarters.
