How I see the Act($BTC$ETH$BNB )

The Clarity Act is a meaningful step toward ending years of regulatory ambiguity in the U.S. crypto market.
1 It aims to clearly divide oversight SEC for securities-like tokens, CFTC for commodities
2 set rules for exchanges/brokers, address stablecoins, and create more predictable rules of the road.

outcome: That kind of framework is generally better for innovation, institutional participation, and consumer protection than the current enforcement-heavy, unclear environment.

Positives:
Reduces legal uncertainty that has held back capital and product development.

Limitations and risks:
It is a compromise bill. Key sticking points stablecoin rewards/yield, bank concerns, state attorneys general enforcement power, remain contentious and could weaken the final product or block passage.
Even successful cloture today does not guarantee full enactment this year.

Coinbase CEO Brian Armstrong said in a CNBC interview
If the bill passes → great, we’ve got legislation.
If it does not pass → it’s also going to be a good outcome because the SEC and the CFTC have said that they’re ready to publish rulemaking.
Either way, we’re going to get regulatory clarity one way or another on the 15th or the day or two after.
