Reputation Can Improve Governance
Tokens aren't the only form of influence a community can consider.
Contribution history, expertise and reputation can also provide useful context.
A developer who has contributed for years may bring different knowledge to a technical proposal than someone seeing it for the first time.
That doesn't mean reputation should automatically equal voting power.
It means governance can think beyond a single metric.
