Japan and the Philippines announced talks in May to settle overlapping sea boundaries between the Ryukyus and the Batanes, which is exactly how these things get resolved worldwide, and no bilateral line binds a third party anyway.
Beijing called the talks null and void, then filled the water. Survey ships, 10,000-ton patrol vessels, coast guard hulls holding station since June where almost none appeared before May.
Interrogating merchant traffic that threatens no seabed resource is not enforcement any coastal state is entitled to, even inside its own zone.
Much of the surveying also ran within 50 miles of Taiwan, nowhere near the boundary in question.
Boundary talks take years... So does the pretext, and a rehearsal for quarantining Taiwan would look almost exactly like this.
