After eight months of war, a US delegation is expected to join talks with Iranian officials in Doha today. Qatari and Pakistani mediators say they've made progress. Nothing is signed. Nobody has shaken hands yet.
Here's where things stand.
**The talks**
Mediators spent more than 12 hours with Iranian officials in Tehran on October 30 before moving the conversation to Doha. A diplomatic source called it "positive progress." The stated goal on the American side is to stop a new wave of strikes after the November 3 midterms.
**What the draft framework proposes**
→ Reopen the Strait of Hormuz to international shipping within seven days of an initial understanding
→ Move Iran's highly enriched uranium to a third country, or lower its enrichment level
→ Phase in US sanctions relief
→ Hold direct negotiations in Doha rather than Istanbul
→ Bring in China — and possibly Russia — as guarantors
→ Use independent verification before each phase, so neither side gives something up without a matching, checkable commitment
**Where it's stuck**
The two sides can't agree on the order of steps.
Washington wants nuclear concessions first. Tehran wants the naval blockade lifted, frozen funds released, and sanctions eased *before* the nuclear file is touched.
A senior Iranian official called the earlier Qatari ideas "unacceptable ideas and not an offer." Qatar's response: Iran needs to show "good intentions" for mediation to work.
**The Vance letter**
Vice President JD Vance sent a letter last week to Mohsen Rezaei, secretary of Iran's Supreme National Security Council and a former IRGC commander. It said Washington's main aim is preventing an Iranian nuclear weapon, while acknowledging Tehran's interest in rebuilding its economy and keeping its sovereignty. It also floated a possible Vance–Rezaei meeting in Doha or Istanbul. Iranian officials reportedly received it positively.
**The bigger picture**
The conflict has disrupted global shipping and oil supplies and has recently spread to Saudi Arabia and Yemen. Iran's Foreign Minister Abbas Araghchi says Tehran is in "close and ongoing contact" with intermediaries and that its own seven-day plan could be executed in under a week.
**What to watch**
Whether the US delegation actually lands. Whether Tehran formally answers the Vance letter. Whether any daily confidence-building steps begin.
Both sides are waiting to see who moves first. Neither wants to look like the one who blinked.
*Much of this comes from unnamed officials and competing media accounts — Reuters and Iran's IRNA described the same Qatari visit very differently. Treat any single report as provisional until more than one source confirms it.*
