Wall Street moves Bitcoin more right now. The Washington vote is a long-term structural signal, but the actual selling pressure hitting the order book is coming from institutional outflows.
The ETF flow data is the clearest evidence. On October 30 alone, US spot Bitcoin ETFs saw $643 million in net outflows, completely erasing four straight days of inflows totaling $440 million and turning the week negative. BlackRock's IBIT bled $233 million, Fidelity's FBTC lost $201 million, and ARK's ARKB shed $129 million. This coincided with a broader risk-off move after a $6.3 billion Binance hack, with total crypto ETF outflows hitting roughly $810 million in a single session.
That selling pressure is direct. When ETFs redeem, they sell the underlying Bitcoin. That is what dragged BTC from $84,900 on October 21 down to $76,280 by October 30.
Washington is a slower, sentiment-driven force. The CLARITY Act already failed its procedural vote on September 15, 49-50, far short of the 60 needed. The midterm elections on November 3 will determine whether the bill has a path in 2027, but they do not change anything this week. The market has already priced in the failure.
