The U.S. Director of National Intelligence, head of 18 intelligence agencies and advisor to Donald Trump, Tulsi Gabbard, has stated that Russia, China, Pakistan 🇵🇰, North Korea, and Iran are actively researching and developing advanced conventional and nuclear-capable missile systems—systems that can potentially reach the United States.
According to her, this is a serious concern for Washington.

If these countries are defending themselves and developing deterrence, why is it framed as a threat—
