Ethereum's long-running debate over how much new ETH to pay validators took the stage at Devcon 8 in Mumbai on November 4, 2026.

The issuance roundtable (08:00–08:55 UTC) focused on EIP-8363, a draft called "Tapered Issuance Burn" that would burn a growing share of validator rewards as more ETH is staked. It was an open discussion, not a vote: the authors withdrew the draft from the Hegotá upgrade on October 1, 2026, and proposed follow-up workshops, a tentative January forum and an April forum at EthCC.

The outcome matters for stakers. Bitwise estimated that fresh issuance made up about 96.3% of average gross staking yield in Q3 2026, and a TECHi model using ~44.3M active ETH suggests the draft would leave idealized duty rewards about 26% below the current schedule at activation. Meanwhile, $ETH led the majors on November 4, up roughly 6.7% in 24 hours per CoinDesk data.
