Ukraine’s crypto legalization plans have hit a major regulatory roadblock. The National Bank of Ukraine (NBU) has refused to support the current version of draft law No. 10225-d, warning that the proposed framework could create serious risks for the country's financial stability and monetary sovereignty.
But here's the important detail: The central bank is not opposing crypto regulation itself. It is demanding stronger safeguards before the law moves forward.
The NBU has highlighted three major concerns:
🔹 Foreign Token Risks: Foreign-issued tokens that function like electronic money could enter Ukraine without proper oversight, potentially weakening the country's control over its monetary system.
🔹 Regulatory Gaps: Foreign crypto assets could receive easier market access than comparable Ukrainian assets, creating unequal rules and opportunities for regulatory loopholes.
🔹 Market Competition: The proposed licensing framework gives the securities regulator discretion over how many crypto trading platforms can operate during the first five years, raising concerns about monopolization and possible corruption.
Interestingly, the NBU supports a regulatory framework inspired by Europe's MiCA rules and IMF recommendations. It wants transparent licensing, stronger supervision and the authority to restrict risky foreign tokens when necessary.
What happens next?
Ukraine's parliamentary committee has already recommended the bill for a second reading and adoption. However, the NBU's objections could intensify debate before the final parliamentary decision. The proposed framework is expected to take effect on July 1, 2027, if adopted.
📊 My Take: This development highlights a growing challenge for governments worldwide: how to embrace crypto innovation without sacrificing financial stability and monetary control. Clear regulations could strengthen institutional confidence, but poorly designed restrictions could limit competition and innovation.
Do you think Ukraine should prioritize financial stability with stricter crypto controls, or allow a more open market to encourage crypto adoption?
