The Cardano Foundation has joined five other blockchain organizations in urging the U.S. Securities and Exchange Commission to formally classify ADA as a digital commodity in the text of its new crypto rules.

The letter was co-signed by the Cardano Foundation alongside the Stellar Development Foundation, Hedera, Aptos Labs, Ava Labs and Chainlink.

The issue centers on a gap between the SEC’s explanatory language and the actual regulatory text.

Earlier this year, the SEC referred to ADA as a digital commodity rather than a security in the explanatory material accompanying its proposed crypto framework. However, that classification was not written directly into the enforceable rules themselves.

The six organizations are now asking the regulator to make that treatment explicit.

Cardano Wants the Classification Written Into the Rules

The Cardano Foundation said the distinction is important because explanatory commentary does not carry the same legal weight as formal regulatory language.

Earlier this year, the SEC classified $ADA as a digital commodity, not a security. However, this classification only appears in the explanation of the new crypto rules, not in the rules themselves. In its post, the Foundation noted that the SEC had already described ADA as a digital commodity, but argued that this should now be incorporated directly into the rules.

The request is part of a wider industry push for clearer treatment of digital assets under U.S. law.

For Cardano, a formal commodity classification could reduce uncertainty around compliance, exchange listings and how businesses interact with ADA.

The broader significance goes beyond Cardano alone.

By signing the same letter, organizations behind Stellar, Hedera, Aptos, Avalanche and Chainlink are effectively asking the SEC to provide more explicit asset-level clarity rather than leaving important classifications buried in explanatory sections.

The next step is now pretty clear: will the SEC adopt that language into the final rules. Until then, ADA’s commodity treatment may be clear in the agency’s explanation, but not yet fully embedded in the regulatory text itself.
