According to Jin10, Zhu Hexin, Deputy Governor of the People's Bank of China and Administrator of China's State Administration of Foreign Exchange (SAFE), said at the October 19 opening ceremony of the 2026 Financial Street Forum annual meeting that foreign exchange management has in recent years placed corporate autonomy in cross-border operations and open-ecosystem development within one governance framework. He said the approach aims to give businesses greater flexibility, improve the ecosystem, expand opening-up and strengthen governance.

SAFE has coordinated foreign exchange policies for trade, investment and financing to help companies allocate domestic and overseas funds and conduct cross-border operations. As of the end of June this year, more than 50,000 creditworthy companies could handle foreign exchange business without review. They conducted more than $580 billion in foreign exchange business in the first half of the year, while average processing times fell by more than half.

SAFE has also established a dual policy-and-ecosystem evaluation mechanism, encouraged coordination with financial institutions and local governments, and supported qualified regions in piloting measures for broader nationwide adoption.
