The CFTC proposed explicitly including sports, political and other event contracts in the definition of swaps, alongside a separate interim final rule excluding traditional casino and sportsbook wagers.

The proposed definition is not final. Federal classification would not settle disputes over state-law access, and the separate rule takes effect upon Federal Register publication.
