For years, South Korean traders locked out of their exchange apps had one workaround left: the website. As of October 14, that workaround is gone. The Financial Intelligence Unit confirmed it’s blocking the websites of 27 unregistered crypto exchanges - including KuCoin, BitMart and MEXC - completing a crackdown that started with app-store bans in 2025 and now extends to every digital front door these platforms have left.

KEY FACTS
▪️ 27 unregistered exchanges now face website blocks, approved after reviews on Oct. 6-7
▪️ Overseas-operated sites get blocked outright; domestic operations face service termination
▪️ Follows last year’s mobile app bans on Google and Apple’s Korean stores
▪️ Regulators can now block a site the instant they detect unregistered activity - no court ruling, no proof of losses required
▪️ Only 28 virtual asset service providers are registered in the entire country
▪️ 44 unregistered operators already referred to investigators

THE PART THAT SHOULD WORRY UNREGISTERED PLATFORMS MOST
This isn’t reactive enforcement anymore. The old model waited for damage before moving. The new one doesn’t - the FIU can act the instant it spots unregistered activity. For any exchange still serving South Korean users without registration, the clock has already run out.

AND THEY’RE WATCHING FOR THE DODGE
Regulators explicitly said they’ll chase sites that reopen under new addresses - closing off the oldest evasion trick in the book.

WHAT KUCOIN IS SAYING
A spokesperson told CoinDesk KuCoin “respect[s]

applicable laws and regulations” and that “user assets remain safe and secure.” BitMart, Phemex and MEXC didn’t respond to requests for comment.

THE BIGGER PICTURE: $110 BILLION ALREADY LEFT
An estimated $110 billion left South Korean exchanges in 2025 as traders fled to looser overseas platforms - platforms now being cut off one by one. A pending Digital Asset Basic Law would formalize the whole regulatory structure.

IF YOU’RE A SOUTH KOREAN USER ON ONE OF THESE PLATFORMS
The FIU warns users could struggle recovering funds, and is partnering with industry group DAXA to help - but the message is clear: check registration status and move assets now.

WHAT TO WATCH
▪️ Whether blocked exchanges pursue formal registration
▪️ New mirror domains trying to dodge the block
▪️ Whether this accelerates or slows 2025’s $110B capital exodus

BOTTOM LINE
South Korea just closed the loop on a year-long crackdown with a lower bar for action than ever. Know whether your exchange is registered - the ground is shifting faster than most platforms can keep up.

Does no-court-needed blocking protect retail investors, or push them toward even less regulated alternatives?
