Ukraine’s Ministry of Economy is preparing draft changes to employee conscription deferment rules, according to Ukrainian lawmakers.

Under the proposed changes, maximum deferment quotas for defense and energy sectors will drop from 100% to 85%, while heating, water supply, and waste management sectors will see limits reduced from 75% to 60%. Additionally, employees already exempt for other reasons, such as students or parents of three children, will no longer be included in the baseline calculation for the standard 50% quota.

A new Coordination Center under the Cabinet of Ministers, comprising law enforcement and intelligence agencies, will oversee decisions on critical enterprise status and quota increases above 50%. All ministries and regional administrations must update sector criticality criteria by October 20.
