VARA has issued fresh guidance on Reserve Assets Audit Reports — bringing stronger transparency expectations for Virtual Asset Service Providers (VASPs).

Here’s what crypto users need to know 👇

💯 100% RESERVE COVERAGE

VASPs must maintain reserve assets covering at least 100% of client liabilities.

In simple terms: if clients are owed 1 BTC, the reserve framework is designed around holding 1 BTC — not simply an equivalent value in another token.

🔍 INDEPENDENT AUDITS

Reserve figures must be supported by independent audit procedures.

Management claims alone aren't enough when it comes to verifying client reserves.

🧾 DAILY RECONCILIATION

Client virtual assets must be reconciled daily, helping identify potential discrepancies much faster.

🔐 CLIENT ASSET PROTECTION

VARA's framework requires client virtual assets to be held separately from the VASP's own assets.

Rehypothecation is also subject to strict conditions, including explicit client consent and appropriate regulatory authorisation where required.

🔥 WHY DOES THIS MATTER?

Crypto users don't just need to ask:

“Does this exchange have reserves?”

The bigger questions are:

👉 Are client liabilities fully covered?
👉 Are reserves independently verified?
👉 Are client assets properly segregated?
👉 Are balances reconciled regularly?

🇦🇪 Dubai is pushing for greater transparency and stronger controls around client assets.

If other jurisdictions follow the same direction, Proof of Reserves could become a standard expectation across the global crypto industry.
