That link is a Binance Square / Binance App universal QR share link.

When I opened it:
app.binance.com/uni-qr/cart/369318492535074?r=WR9N7RI0

It resolves on the web to a Binance Exchange Notice, not to a public cart page:
Binance will remove and cease trading on seven spot trading pairs as part of its periodic review. The affected pairs are AIXBT/USDC, DOLO/USDC, ENJ/USDC, HUMA/USDC, SXT/USDC, TNSR/USDC and TURTLE/USDC. The delisting is scheduled for 2026-09-25 03:00 (UTC)
Binance says the review is to protect users and maintain quality, and that delisting a pair does not remove the tokens themselves - you can still trade them via other pairs.

It will also terminate Spot Trading Bots services for those same pairs at the same time. So if you have any bots running on those pairs, update or cancel them before Sept 25 to avoid losses.

Why you see cart/369318492535074?

uni-qr/cart/ is Binance's in-app QR/cart sharing format. The actual products inside cart 369318492535074 are private to your Binance account and only show inside the Binance app. On the web it falls back to the Square news feed. That's why I can't see the items for you.

The r=WR9N7RI0 part is just the referral / share tracking code from whoever created the link, and us=copylink means it was copied from App Square share.

What to do:

Open the Binance app on your phone > it should auto-open the cart / post directly from that link.
If you were trying to share your cart with someone else, they need to open it in their Binance app too.
If you hold any of those 7 USDC pairs or have bots on them, check them before Sept 25.
