The House Ways and Means Committee passed the Digital Asset Tax Certainty Act (H.R. 10357) by a strong 38-5 vote on September 16.
The headline provision: crypto network/gas fees of $10 or less would be exempt from capital-gains calculations — meaning you won't have to track a taxable event every time you pay a few cents in gas.
The bill also brings clearer rules for stablecoins, extends wash-sale rules to crypto, and taxes mining/staking rewards as ordinary income. There's a guardrail too: the fee exemption only applies if you haven't exceeded 5,000 such transfers in a year.
