Eligible ZEC was held in Zcash's shielded pool, while ballots were encrypted and split into 16 pieces so the tally could reveal the result without exposing an individual holder's balance or vote.
That's more than governance.
It's a real-world demonstration of what Zcash's privacy architecture can do:
private money → private governance → public decision.
The catch? NU7 still has to be implemented, tested and deployed.
So the real question isn't whether holders approved it.
