The House advanced two separate crypto bills: the Digital Asset Tax Certainty Act passed committee 38–5, while the American Reserve Modernization Act advanced 28–21. The tax bill addresses crypto transaction fees, mining and staking, while ARMA would establish a federal Strategic Bitcoin Reserve.
ARMA would generally require reserve Bitcoin to be held for 20 years and study budget-neutral ways to acquire more BTC without new taxes, borrowing or deficit spending.
CLARITY hit a wall. Washington’s crypto push didn’t.
