The upcoming Senate vote on the CLARITY Act is only a procedural step. It is not the final vote on the crypto market structure bill.
If the vote passes, the bill can move forward for debate. After that, it still needs to pass the full Senate, go through the House, and both chambers must agree on the same final version before it can reach the President.
So, even if today’s vote succeeds, CLARITY is not close to becoming law yet.
Adam Morgan McCarthy, lead researcher at LO:TECH, said the bill still faces important challenges. He also noted that around seven Democratic votes may be needed to reach the 60-vote threshold.
Another unresolved issue is the ethics debate surrounding the President’s personal crypto holdings.
