$ARB is ~$0.1637 at 07:15 ICT Nov 1 on Binance spot (-0.2% 24h), two days after a flush to $0.1480 on Oct 30, its lowest price since Sep 15. Price is back on the floor of the range it lost, and the exploiter's ARB is now frozen. I like the setup, but only from the floor, with a tight stop.

🔥 What's moving it

• The flush: ARB held a $0.163–0.174 range from Oct 24 to Oct 28. The 03:00 ICT 4H candle on Oct 30 broke it (low $0.1511) during the market-wide selloff after the exchange exploit, and the next candle wicked to $0.1480. Buyers took it back to $0.165 the same day; the Oct 30 daily closed at $0.1631.

• The freeze: at 08:08 HKT on Oct 30, the Arbitrum Security Council ran an emergency action that moved 74,559,805 ARB and 8,425 ETH from the address tied to the exploit into a frozen address. Those funds can only move through a DAO governance vote. That removes a big potential seller from the market.

• Governance: the binding on-chain vote on a proposal to add 100M ARB to the DRIP incentive budget for the USDG stablecoin runs Oct 29 – Nov 12. Early tally: ~12.5M ARB for vs a 121.4M quorum, so it's far from done. It's an incentive spend, not a buyback.

📊 Daily (1D)

Bigger picture: ARB ran from $0.0722 (Aug 16) to above $0.25 in September, and has been bleeding since. Price is below the 1D EMA20 (~$0.1743) and EMA50 (~$0.1732), but still well above the 1D EMA200 (~$0.1420). The Oct 30 candle left a long lower wick and closed back near the range floor. Wilder RSI(14) 1D ~43, so not stretched either way.

⏱️ 4H

4H has been basing at $0.160–0.166 for two days, right on the 4H EMA20 (~$0.1643), with Wilder RSI ~48. The Oct 31 lows ($0.1599–0.1614) are the line buyers defended. Overhead, the 4H EMA50 (~$0.1685) is the first wall, then the Oct 29 high ($0.1760) with the 1D EMA20.

🎯 Bull / bear levels

• Bid: $0.1610–0.1625 (Oct 31 base, just under the range floor)

• TP1: $0.1685–0.1700 (4H EMA50, ~2.5–3R from $0.16175)

• TP2: $0.1745–0.1760 (1D EMA20 + Oct 29 high, ~4.6–5R)

• Out: 4H close below $0.1595 (stop $0.1590, risk ~1.7%)

• Bull trigger: a 4H close above $0.1700 opens $0.1745–0.1760

• Bear case: losing $0.1595 means the base failed, and the $0.1480–0.1511 wick zone gets retested

💭 My take

The reason I like this: the stop is tight (~1.7%), and the freeze takes a 74.6M ARB overhang off the table. What I don't like: BTC is still under its 1D EMAs near $77.5K, the 4H is still below the EMA50, and the incentive vote is far from quorum. So it's a range trade first: bid the base, trim at TP1, and a 4H close under $0.1595 is my exit, no matter the headlines.

Would you bid $ARB at $0.162, or wait for a 4H close above $0.1700? 👇
