In its third security update Saturday Oct 31, Binance said it has replenished 90% of assets stolen in the record $6.3B breach on Oct 29, up from 80% a day earlier. The exchange said it set aside more than $6.34B in company funds to absorb the loss, so customers won't bear it. 0135
What's 100% backed again:
Top 10 tokens are fully backed at 1:1 again, Binance said: BTC, ETH, USDT, BNB, SOL, USDC, XRP, USD1, RLUSD and ZEC. Users will be able to verify once the full Proof-of-Reserves proof is live. dbd0
The SAFU move:
As part of the replenishment, Binance completed a transfer of *7,499 BTC (∼$581M)* from its Secure Asset Fund for Users (SAFU) on Oct 31 at 10:51 a.m. ET. Whale Alert valued the move at ∼$581M.
The funding mix is: partial SAFU deployment, a portion of the Futures Insurance Fund (above its required minimum), and corporate treasury. 0135dbd0
What's left:
The remaining 10% are less-liquid tokens outside the top 10 that take longer to source. Binance says it is buying them via spot market and OTC with industry partners. ce1a
Next steps:
- Withdrawals remain paused pending rigorous testing, but Binance says it remains on track to resume *Sunday, Nov 1*
- Fresh PoR snapshot taken 00:00 UTC Oct 31, with full zk-proof expected by Nov 3
- SAFU to be rebuilt to ∼$1B after deployment dbd0f8190135
This is still replacement, not recovery of stolen coins. About $3B was frozen on-chain (Tether, Circle), while the attacker still controls ∼$3.3B in unfreezable assets.
