🇺🇸 U.S. OCC Expects GENIUS Act Stablecoin Rules by Late October

U.S. Comptroller of the Currency Jonathan Gould expects the OCC's final implementing rules for the GENIUS Act to be announced before the end of October, marking another step toward a regulated stablecoin market.

Speaking at a Milken Institute event during DC Fintech Week, Gould highlighted the approaching regulatory milestone as the U.S. moves to establish a clearer framework for payment stablecoins.

The GENIUS Act aims to establish federal standards for stablecoin issuers, including reserve backing, redemption requirements and regulatory oversight. The upcoming OCC rules could provide greater operational clarity for banks and other eligible issuers preparing to enter the market.

The bigger picture: U.S. stablecoin regulation is moving from legislation toward implementation — laying the groundwork for institutional adoption, onchain payments and the broader RWA ecosystem.
