$BTC traders were watching the CLARITY Act odds, but the real issue was always the Senate math. The odds fell from around 30% to 14% as negotiations stalled, and the Sept. 15 vote showed why. The bill got 49 votes on cloture. It needed 60 just to move forward to debate. So even if they had reached 60, that would only have opened the next step. The bill would still need debate, amendments, possible House-Senate reconciliation, and then a presidential signature. The hard part is getting enough support from both sides. Republicans have 53 seats, so they need several Democrats while also keeping almost every Republican on board. That became difficult around issues like ethics rules, stablecoin yields and the wider market structure framework. There is still a path for another attempt, and some senators involved in the negotiations already said they want to keep working on it. For me, that 30% to 14% move was mostly the market repricing how hard the political math really is. 60 votes can get the CLARITY Act back in the game. They still don’t finish the job.
