The obvious narrative is that a major U.S. crypto bill hitting a Senate roadblock should immediately translate into a broader market risk-off event.

But the market is telling a more complicated story.

The Senate procedural vote failed 49–50, short of the 60 votes required to advance the bill. Coinbase CEO Brian Armstrong is now disputing claims that Coinbase caused the failure, saying he opposed an earlier draft but strongly supported the revised version after changes to DeFi, tokenization, CFTC authority and stablecoin rewards.

What the market is saying

The important signal isn't the political headline itself.

It's how crypto prices respond to it.

If a regulatory setback cannot sustain downside pressure, traders should pay attention to the underlying liquidity and demand structure.

Bitcoin recently pushed back above $80K, while Coinbase and other crypto-linked assets also rebounded despite the legislative setback.

That suggests the market may be separating “Congress failed to deliver clarity” from “crypto fundamentals are breaking.”

Those are not the same thing.

Current setup

This is a confirmation game.

Watch whether BTC can maintain acceptance above the $80K area rather than simply wick through it.

A sustained hold would show that buyers are absorbing the regulatory headline.

A rejection back below the breakout area would tell a different story and put the recent strength under pressure.

KEY LEVELS

Resistance: $80K+ / recent breakout highs

Demand/Retest Zone: $80K area

Support: Previous breakout support

Macro Floor: Not defined by the data provided

Breakout Level: $80K

Invalidation: A decisive loss of the breakout/retest structure

TRADE PLAN

Bias: Wait for confirmation

Entry: Retest/acceptance of the breakout zone

Confirmation: BTC holds the level with sustained demand and follow-through

Invalidation: Clear rejection and loss of the breakout structure

TP1: Next confirmed resistance

TP2: Higher resistance above the recent high

TP3: Only if momentum and volume expand

Risk/Reward: Define it from the actual retest and invalidation distance rather than chasing the initial candle.

WHY THIS MATTERS

The market doesn't need Congress to move.

Regulation can influence liquidity, institutional participation and risk appetite, but price ultimately reveals where capital is actually flowing.

The CLARITY Act setback is real.

But so is the market's ability to absorb the headline.

And regulators are already moving through other channels: the SEC has introduced a five-year framework related to tokenized stocks, while the CFTC is advancing crypto-market rulemaking.

WHAT WOULD CHANGE MY MIND?

If BTC loses the breakout area, fails the retest and begins printing lower highs and lower lows, the current strength would need to be reassessed.

Until then, don't trade the headline.

Trade the reaction.

Is the market genuinely ignoring the CLARITY setback, or are we still waiting for the real liquidity rereaction$BTC
