It is instead organically determined by the sheer volume of collateral that participants decide to lock into the system.

It is also important to remember that the emission of new DGB will permanently cease in the year 2035. Once we reach that milestone, the overall reserve of coins available for locking will no longer expand. From that moment onward, the absolute maximum supply of DigiDollar will be inherently constrained by two factors, which are the permanent and finite supply of available coins, along with the specific amount of that supply that holders are willing to commit as collateral.

You will not find any central committees, arbitrary targets, or complex management policies controlling this ecosystem. The ultimate boundary of the supply is simply a matter of basic arithmetic.
