Amid rising demand for cross-border interoperability, real-time payments, and sovereign control over financial infrastructure, governments across the region are uniquely positioned to take the lead. Venom Foundation extends an open invitation to collaborate on building scalable, compliant, and fuVture-ready digital infrastructure that serves national interests while unlocking regional coordination.
Why Now, and Why Southeast Asia?
Southeast Asia hosts some of the world’s top remittance corridors and rising volumes of digital payments. In 2023, the Philippines alone accounted for 4.75% of global remittance inflows, and digital transaction volumes across the region are forecasted to reach 765 billion by 2027.
However, the financial infrastructure supporting these flows remains fragmented. Payment networks operate in silos, settlements are delayed, and reconciliation often relies on manual processes or opaque intermediaries. High fees, lack of real-time visibility, and limited interoperability continue to hinder innovation and inclusive access. These inefficiencies limit regional growth and regulatory visibility.
This creates a strategic window for forward-looking governments to build sovereign-grade digital finance infrastructure, designed not just for speed but also for transparency, integration, and long-term resilience. The Venom Foundation supports this transition by offering technical and operational infrastructure built to align with public-sector requirements.
Technical and Strategic Blueprint for Public Institutions
The Venom Foundation proposes a focused, public-sector collaboration to implement a shared, unique Layer-0 and Layer-1 blockchain network tailored to digital finance. This network is live, actively expanding, and equipped to handle a wide range of real-world use cases.
Venom’s activity in the region includes early-stage partnership discussions and technical assessments with financial stakeholders in the Philippines, alongside exploratory efforts in two additional Southeast Asian countries. Its 2025–26 roadmap includes:
Launch of USDV, a USD-backed stablecoin, along with expanded issuance of local currency stablecoins across Southeast Asia
Commercial deployment aligned with ISO 20022 messaging standards to support integration with financial institutions
Onboarding of regional banking partners and live pilots in the Philippines
Public infrastructure initiatives scheduled for rollout in Q3 2025
At the core of this next phase is our MVP for public sector collaboration: a blockchain-based cross-border payment and FX settlement layer. This layer is designed to support:
Government-to-government and government-to-bank stablecoin transfers
On-chain KYC/AML frameworks with regulator-accessible audit layers
This is intended not to replace but to enhance existing financial systems by reducing cost, increasing speed, and improving accountability. This initiative is guided by a leadership team with regional and financial experience tailored to public-sector priorities.
Professor Albert Yip, a former APAC executive at State Street and current ambassador at OMFIF, brings institutional insight to public-sector collaboration. Chan Chun Fung, a compliance specialist and director of multiple licensed entities in Hong Kong, ensures alignment with regulatory frameworks. Timothy Li, with two decades of experience in fund administration and regional capital markets, reinforces Venom’s capacity to engage governments and financial stakeholders across Asia.
Modular Infrastructure Options for Public-Sector Rollout
These components are designed for modular adoption, allowing governments to onboard use cases based on national priorities while retaining oversight and flexibility.

We invite central banks, financial regulators, and public institutions in Singapore, the Philippines, Vietnam, and Malaysia to explore pilot collaborations with Venom.
