1. 投票期：
起始时间： 固定为 2025 年 1 月 5 日 00:00:00 UTC+8。持续时间： 从起始时间开始，持续 7 天。结束时间： 2025 年 1 月 12 日 00:00:00 UTC+8。
2. 投票资格：
参与资格 (投票地址满足以下条件之一的地址)：
* 持有 #IOST 代币，且持有量不低于 1000 IOST 。
* 为节点投票（Staking）且质押量不低于 1000 IOST。
投票限制： 每个地址只能投票一次，投票后无法修改或撤销。
3. 初始权重计算：
初始权重 (TIW):
* 总初始权重 (TIW) = 持有量 (BW) + (质押量 (SW) * 1.2)
* 其中：
* 持有量 (BW)：用户在投票时的 IOST 持有量。
* 质押量 (SW)：用户在节点中质押的 IOST 数量。
1.2：质押权重系数。
4. 时间加权 (TW)：
加权规则： 投票开始后，采用线性加权，权重随着剩余天数的减少而减少。加权公式： TW = 1 + (剩余天数 * 0.04286)最大加权比例： 30%
注意：其中，0.04286 是将 30% 的最大权重增加平均分配到 7 天得出的每日增长因子（0.30 / 7 ≈ 0.04286）。
5.最终权重调整：
快照： 在投票开始时 (2025 年 1 月 5 日 00:00:00 UTC+8)，记录每个投票地址的初始 IOST 持有量 (IBW) 和初始质押量 (ISW)。投票期间检查与取消资格：
* 在投票期间，持续监测每个投票地址的 IOST 持有量和质押量。
* 如果任何投票地址的 (当前持有量 + 当前质押量) < (IBW + ISW) * 0.9，则直接取消该地址的投票资格。
最终权重 (FW) 计算：
* 对于没有被取消投票资格的地址：
* 最终权重 (FW) = 初始时间加权后的权重 (ITW) = (持有量 (BW) + (质押量 (SW) * 1.2) ) * TW
* 对于被取消投票资格的地址，其最终权重 (FW) 为 0。
6. 最大权重上限：
上限设置： 单个地址的最大投票权重为总投票权重的 2%。总投票权重： 在投票结束后计算，所有投票地址的最终权重之和。上限应用： 如果某个地址的最终权重超过上限，则将其权重调整为上限值。
7. 提案是否通过定义：
投票选项：
只提供两个投票选项：
* 支持：表示赞同提案。
* 反对：表示不赞同提案。
投票结果统计：
