Binance has moved from "we'll cover it" to "here's the balance."

Binance says about 90% of affected assets are now backfilled, up from 80%, and BTC, ETH, USDT, BNB, SOL, USDC, XRP, USD1, RLUSD and ZEC have all reached 100% reserve backing.

That shift matters. A promise calms a market for a day, and a balance calms it longer. Having the ten biggest names fully backed takes the sharpest edge off the fear.
The funds came from part of the SAFU fund, part of the futures insurance fund, and Binance's own corporate money. The split isn't disclosed, and it matters, because SAFU is notionally ring-fenced for customers while treasury funds are simply company money. Binance also pledged to rebuild SAFU to about $1B. (Binance: About 90% of affected assets backfilled, Proof of Reserves snapshot published +2)

The leftover 10% is the long tail. Those are lower-liquidity tokens that may take longer to buy in full, so the last stretch of the recovery is the slow, messy one. (panews)
Watch the order of events. A new proof-of-reserves snapshot was taken Oct 31, but the full zero-knowledge proof isn't expected until Nov 3 (UTC) because it takes heavy computing. Withdrawals are targeted to restart in phases on Nov 1, depending on security checks. Users may get their coins back before the cryptographic proof arrives.

That gap is where trust gets tested: can people verify this, or only believe it? The risk is that proof-of-reserves shows holdings against user balances, not a security audit, so it answers one question, not all of them. The bullish possibility is a smooth restart followed by a clean proof, which turns the shock into a stress test Binance passed.

A reserve number is a claim. A reserve you can verify is trust
