BlockBeats news, October 10 - According to WSJ, a previously undisclosed internal Binance investigation report shows that Iranian financier Babak Zanjani used affiliated enterprises, shell companies, and multiple trading accounts to transfer funds through Binance, establishing a funding channel for Iran's Islamic Revolutionary Guard Corps (IRGC) to evade Western sanctions. The related network involves 21 individual and corporate trading accounts, with cumulative transactions of approximately $850 million, of which at least $67 million flowed from two accounts to wallets linked to the IRGC.The report shows that Tajik businessman Sukhrob Oimakhmadov, listed by Binance as a "high-value client," received over $10 million through accounts, including from digital wallets later identified by Israel's Ministry of Defense as belonging to the IRGC. Accounts on the crypto platform Zedcex associated with Zanjani had cumulative transactions nearing $830 million, with about $56 million withdrawn to related wallets. The network also involves Turkish payment company ZedPay and the crypto token USDZ used for transactions, among others.Binance stated that it identified the relevant activities and took measures, and all accounts linked to sanctions violations have been restricted from trading and are being gradually offboarded. The company also emphasized that total account transaction volume does not equal actual funds flowing into the IRGC, and acknowledged past procedural issues in internal approval and execution timeliness. The U.S. Department of the Treasury has previously imposed sanctions on Zanjani and related enterprises and individuals.
