In BitTorrent terminology, a leecher is generally a peer that is still downloading content.
That isn't automatically a negative thing. Every complete download starts somewhere as an incomplete one.
The important concept is participation: as peers obtain pieces, they can also contribute those pieces to others.
That's what keeps the swarm moving.
