what it actually does inside dusk is act as the concrete version of the propagate function thats.
shows up everywhere else in the protocol, generators broadcasting candidate blocks, provisioners. broadcasting votes, all of it routes through kadcast underneath,,
its easy to skip past this as boring plumbing but consensus timing asumptions, the delta delay stuff from earlier sections, only hold if propagation actualy behaves the way.
