FinCEN officially withdraws two long-pending proposals.
1. Unhosted Wallet Rule (2020)
→ would have forced banks & exchanges to report self-custody wallet transactions above $3k/$10k
2. CVC Mixing Rule (2023)
→ would have labeled mixers as a primary money laundering concern
Neither ever became law, but both hung over the space for years.
This is positive for privacy as the extra reporting threat on self-custody and mixers is now gone.
$ZEC still carries residual from its shielded pool upgrades + ETF narrative, while $XMR stays the mandatory privacy benchmark.
Privacy sentiment improves, but it’s not a strong immediate price catalyst yet.
