Senate Republicans just tweaked the Clarity Act right before the Sept 15 vote. Three main changes:
• Non-decentralized DeFi protocols now have to register with CFTC (CFTC + Treasury writing the rulebook together)
• DeFi stuff got narrowed down — spot trading only now
• Credit unions finally get some actual guidance on crypto services
Still needs 60 votes. Could go either way.
This matters because it's one of the first real attempts to define what counts as "decentralized" vs what needs oversight. If it passes, we finally get some lines drawn. If it doesn't, we stay in the same gray zone we've been stuck in.
