Ethereum Layer 2 network Scroll has shared updates about the future of its Decentralized Autonomous Organization (DAO). Instead of shutting it down, Scroll plans to strengthen and improve the DAO so it can better handle rapid growth. The goal is to reduce risks at the protocol level and ensure that users’ funds remain safe.
The governance reforms are designed to create a DAO structure that is more closely aligned with Scroll’s long-term vision, built on transparent decision-making and accountability.
Key proposed changes:
1. Foundation oversight with DAO autonomy – The DAO will continue to operate independently but report to the Scroll Foundation, which will provide overall guidance.
2. Strategic resource allocation – DAO funds will be planned and distributed either once a year or every two years to ensure resources are used effectively.
3. Greater operational independence – The Foundation will no longer be involved in daily DAO activities. Instead, an executive committee will oversee proposals to ensure they follow Scroll’s guidelines and will retain veto power if necessary.
What’s next:
* Scroll will soon recruit governance committee members who will help draft new charters and governance models.
* These drafts will be shared with the DAO community for feedback and voting.
* The goal is to have the new governance system ready before January 1, 2026.
* During this transition, the community team will act as the main contact point for DAO members.
