Anthropic has launched a cybersecurity program called Cyber Mission, with the initial phase focusing on protecting critical infrastructure and reviewing vulnerabilities in open-source software.
The critical infrastructure protection program will support 11 security service providers, including Accenture, CrowdStrike, Deloitte, and PwC. The scope includes systems such as the power grid, water supply, and transportation.
Anthropic will provide advanced Claude models, on-site support engineers, and research support for participating units. The OSS Scanner tool will scan selected open-source projects for free and recommend ways to fix vulnerabilities, with an expected true-positive detection rate of over 90%.

U.S. stocks closed mixed, with the Dow Jones up 0.20%, the Nasdaq down 1.31%, and the S&P 500 down 0.36%. Riot Platforms (RIOT) fell 8.51%, the sharpest among the stocks mentioned.
In the session recorded on October 9, Intel (INTC) fell 5.38%, SanDisk (SNDK) fell 4.95%, and Micron (MU) fell 4.75%. All three stocks saw declines greater than the declines of the Nasdaq and S&P 500.
The two tickers, SPCX and SKHY, fell 4.42% and 4.39%, respectively. The specific reason behind these stocks’ price declines is not yet clear.

OpenAI announces the rollout of an Ultrafast mode for GPT-6.1 Sol on the API, Codex, and ChatGPT Work, with a maximum speed up to 8 times faster than Sol’s standard mode and processing capabilities approaching those of GPT-6 Astra.
According to a post by OpenAI Developers on X, this mode began being rolled out on 10/9. The announcement to the OpenAI developer community states that the API price is $12 for each million input tokens and $60 for each million output tokens, which is 1.2 times Astra’s pricing.

Anthropic updates its usage policy, adding a prohibition on behavior “involving sustained and unjustified harassment or cruel treatment” with Claude. The company says that this rule applies only to extreme cases.
The Claude terms do not apply to ordinary expressions of dissatisfaction, rebuttal, dark-themed creative writing, or model testing. Anthropic states that these exceptions are set out in the official policy notice for the new rules.

U.S. President Donald Trump said the United States will not attack Iran before the midterm election on November 3. In a post on Truth Social, he said the two countries are holding talks that are making progress.
Trump assesses the economic and military situation in Iran is currently very difficult, and also confirms that the blockade order against this country is still fully maintained.
He said 22 million barrels of oil transported through the Strait of Hormuz the night before are unrelated to Iran. Trump also emphasized that Iran will not possess nuclear weapons.

Pyth DAO has approved the “100% Rule,” allocating all revenue from the Pyth product that the DAO receives to buy back PYTH in the market, replacing the previous buyback mechanism.
The 100% rate applies only to the portion of revenue that belongs to the DAO, not the protocol’s total gross revenue. Previously, the DAO used one-third of the treasury balance outside PYTH each month to buy back tokens.
As of the end of September, Pyth’s annualized recurring revenue (ARR) was 11.49 million USD, up 86.5% quarter-over-quarter. Pyth has 276 paid accounts.

ICANN announced a new round of applications for generic top-level domains, receiving 1,615 submissions. The domain groups related to AI received many applications; specifically, .agent received 13 applications.
Applicants for .agent include OpenAI, Meta, a domain management unit affiliated with Google, and iPollo. OpenAI submitted a total of 15 applications, including .gpt and .chatgpt.

The Moscow Exchange plans to offer cryptocurrency trading services starting December 1 under new legislation. The plan was announced by Boris Blokhin, the exchange’s senior managing director.
According to information dated October 8, testing will continue before the service launches. Russia’s new regulations require citizens to buy cryptocurrency through licensed intermediaries, such as exchanges and brokerage firms.

The European Securities and Markets Authority (ESMA) requires crypto-asset service providers in the EU to stop providing EU customers with services related to stablecoins that do not comply with MiCA.
ESMA’s opinion covers trading, exchange, custody, asset transfer and investment advice services. Providers must also prevent customers from buying more of or increasing their holdings of these stablecoins.
Existing positions must be reduced and closed within 3 months, no later than 8 January 2027. During this period, providers may offer only limited services to support the exit of positions, such as selling, exchanging and withdrawing assets.

AguilaTrades opened a 40x leveraged long position of 200 BTC on Hyperliquid, worth $16.58 million. According to Lookonchain, the account returned to the market after more than six months of inactivity.
AguilaTrades deposited 499,000 USDC into Hyperliquid to open the position. The position’s liquidation price is $81,466.75, as recorded in the October 8 update.
Before this return, AguilaTrades had been liquidated 33 times, with cumulative losses totaling $37.64 million.

Alexander Sisemore, founder of Kishu Inu, faces three counts of wire fraud in connection with an alleged $9 million “rug pull.”
Prosecutors accused Sisemore of secretly selling the tokens he had allocated to himself when the project launched, while making false statements to investors.

Binance announced a temporary suspension of its U.S. stock trading service for a scheduled system upgrade by its brokerage partner.
The upgrade is expected to last from 18:50 to 21:00 on October 10 (UTC+8). According to the published schedule, the service will be temporarily unavailable during this period.
During the upgrade, users will be unable to place stock trading orders.

Samsung Electronics estimates third-quarter operating profit at 107.4 trillion won, equivalent to about US$80.17 billion, up around 783% year over year. The preliminary result was driven by a sharp increase in demand for AI chips.
Operating profit rose from 12.17 trillion won in the same period last year, exceeding the market forecast of 106.1 trillion won and setting a record for the fourth consecutive quarter. Third-quarter revenue is estimated at 195 trillion won, up 127% year over year.

Japan Exchange Group said TOPIX will begin adjusting its constituents from late October. After the adjustment, the number of stocks in the index will fall by about 40% to 986.
Japan Exchange Group, the parent company of the Tokyo Stock Exchange, announced the changes on October 7. The main change is to the stock selection criteria: a company's inclusion in TOPIX will be based on its trading liquidity and free-float market capitalization.
