PRAW was the best base fee fee proposal because apps are the only thing that can adjust the business logic in real time and pick which txs they consider good and which are bad. Some big txs could be good, aka routers, some could be bad, aka arbs. But this is an app level decision and the app should charge a fee to the bad ones and use that fee to refund the good ones.

What about network revenue? All PRAW fees will end up as priority fees one way or another.
