Updates to Binance API Trading Rules

Binance has made various updates to our API Trading Rules in our latest system upgrade. The key updates are below:

• API traders are now able to cancel orders via the API during a trading ban
• MIN_NOTIONAL is now applied to MARKET orders based on the average price of the previous 5 minutes, which can be referenced
