Celo development team cLabs initiated a new proposal, proposing that Celo migrate from an independent EVM-compatible Layer1 blockchain to Ethereum Layer2, that is, using OP Stack to become the architecture of Ethereum L2. This will be a technical upgrade with key features including: a decentralized sorter driven by Celo's existing validators, using a Byzantine fault-tolerant consensus mechanism; an off-chain data availability layer powered by EigenLayer and EigenDA, operated by Ethereum node operators and protected by re-pledged ETH, enabling Celo to maintain low fees; retaining Celo's design of only requiring 1 block confirmation.

The community will hold a governance call at 8:00 a.m. Pacific Time on July 21, and will release a temperature check proposal after the governance call (as early as July 22), and further study and improve the proposal. If the community and validators reach a consensus, it is planned to be finally implemented through a hard fork. In addition, it is expected that as the next generation of zk-SNARK proof system matures, Celo will be upgraded to a highly scalable zk-EVM network through additional work.
