The Foundation's remaining 700 million ARBs would be locked in a "smart contract-controlled lock" that would be released over the course of four years, according to the first plan, AIP-1.1. The second proposal, AIP-1.2, aims to change a number of the ecosystem's governance rules. It does this by lowering the threshold for issuing on-chain improvement proposals from 5 million to just 1 million ARB tokens.

The Arbitrum Foundation initially floated a contentious plan to upgrade AIP-1, offer it authority over 750 million ARBs, fund development grants, and pay for network operation expenses.
