Richard Teng is an executive with more than three decades of experience in financial services and regulation. Richard joined Binance in August 2021 as CEO of Binance Singapore.

Shortly after, he held roles in the MENA region, the European region, and ultimately all regions outside of the United States as Director of Regional Markets at Binance. In this role, he led regional teams to achieve strategic partnerships, foster an innovation ecosystem, and expand the cryptocurrency ecosystem within the respective regions.

In November 2023, Richard took over from Changpeng Zhao as CEO of Binance.

Prior to joining Binance, he was CEO of the Abu Dhabi Global Market (ADGM) Financial Services Regulatory Authority, where he demonstrated his capabilities as one of the world's most innovative regulators.

Richard's vast experience also includes his previous positions as Director of Regulatory Affairs at the Singapore Exchange (SGX) and Director of Corporate Finance at the Monetary Authority of Singapore. Richard received his MSc in Applied Finance (with Distinction) from the University of Western Australia and a BSc in Accounting (1st Class) from Nanyang Technological University.
