Definition: Every newly opened position always has both a long and a short, so “a sharp rise in open interest means bullish” is a common misconception.
A common interpretation: A new high in open interest is neither bullish nor bearish in itself; it simply means more positions have been opened, and the battle between bulls and bears has intensified.
The same data can mean very different things in different market conditions, so don’t blindly apply rules of thumb.
