Russian Central Bank: Ordinary people can now buy BTC, ETH, and USDT. How is the annual limit calculated?
Ordinary Russians can buy Bitcoin starting November 17. Is the annual limit 300,000 rubles per person in total?
No. In an announcement on November 6, the Russian Central Bank said it had approved a list of cryptocurrencies for non-qualified investors. For now, it includes only Bitcoin, Ether, and USDT. The relevant regulations take effect on November 17, and from that date these three assets can be traded publicly on exchanges.
Non-qualified investors can buy them on or off exchanges through a broker, trust manager, or crypto exchange point, up to 300,000 rubles per year through each individual intermediary. Qualified investors are not subject to this limit and can trade all crypto assets. Regardless of their status, investors must pass a test and read a risk disclosure before trading.
The selection criteria are clearly stated: market capitalization, average daily trading volume, and at least five years of price history on overseas exchanges. The Central Bank says it will include only the most liquid assets that meet the statutory criteria, in order to reduce risks for non-qualified investors.
Don’t confuse these two things: the 300,000-ruble limit applies “per intermediary per year,” not “per person in total”; and the regulations don’t take effect until November 17, so the date when buying becomes possible hasn’t arrived yet. This is not investment advice, and it doesn’t mean the same rules apply in other countries.
The next time you see news like this, check two things first: whether the effective date has arrived, and whether the limit is per person or per intermediary.
