SEC sends crypto broker-dealer rule proposal to the White House for review, affecting four securities regulations.

According to an Odaily news flash, the SEC submitted the proposal on November 3, 2026. It covers Rules 15c3-1, 15c3-3, 17a-3, and 17a-4, concerning net capital requirements, customer asset protection, recordkeeping, and retention, respectively. No draft has been made public, and no release date has been set.

· Compared with the staff’s December 2025 custody guidance, which left the rules unchanged, this time the amendments have been formally submitted for review; whether they will be implemented still depends on subsequent regulatory proceedings.
· Democrats won majorities in both chambers in the November 3 midterm elections. Once the new Congress takes office on January 3, 2027, it can apply pressure through hearings, document requests, and funding negotiations.

Would you wait for the original draft, or first look at the scope of the amendments to these four rules?
