The reduction to NEAR’s annualized issuance cap has not taken effect yet: HSP-029 holders have voted in favor, but the House of Stake page shows the Security Council veto window remains open until November 16; validators still need to adopt it through a protocol upgrade.
If it ultimately takes effect, the cap will gradually decrease from 2.5% to 1.6% per epoch over 24 months—not change immediately after the vote. NEAR says there will first be a grace period of about 90 days after approval, and the 90/10 allocation ratio will remain unchanged. Next, watch the veto period, upgrade schedule, and quarterly issuance reports. Which do you think would make progress easiest to verify?
