Russia’s retail investors get the green light: they can buy Bitcoin, but domestic payments are still banned.
The Central Bank of Russia has finalized its list: starting November 17, non-qualified investors can buy Bitcoin, Ethereum, and USDT through licensed brokers, asset managers, or crypto exchanges. It sounds like a full embrace, but look closer and it’s all restrictions—each person is limited to about 300,000 rubles (around $3,700) per year through each intermediary, and must pass a knowledge test and sign a risk disclosure before trading. Qualified investors face no limit, but still have to pass the test. The Moscow Exchange is also preparing to launch, with media reports saying it will first pilot these three assets on December 1.
Here’s the contradiction: trading is being opened up while everyday payments remain clamped down; they’re touting “retail access” while using limits and exams to turn the tap to a trickle. Don’t mistake “opening the floodgates” for “anything goes,” or “limits” for “pointless”—this is regulators permitting access to the most liquid assets, not opening up the whole casino.
Not investment advice.
