Freezing is not the end point, but the starting point for layered interception. Regarding the assets stolen from Binance, my view is that how quickly the losses can be contained depends more on whether issuers, on-chain analytics firms, L2s, and DeFi protocols can coordinate their interceptions within the same time window than on the scale of any single institution’s freeze. This view assumes that the funds remain in freezeable stablecoins or at addresses from which they can be removed through governance.

According to a compilation by Odaily Planet Daily, Tether cooperated in freezing more than 1.567 billion USDT, while Circle froze over $800 million in USDC, bringing the combined total to more than $2.3 billion. The FBI attributed the incident to a North Korean hacking group and published more than 600 Ethereum addresses, nearly 20 Bitcoin addresses, and one Solana address. Arbitrum’s Security Council transferred approximately 8,426 ETH and 74.56 million ARB to an intermediary freeze address, while around 44 million OP was removed from the attacker’s address on Optimism. Aave, meanwhile, preemptively froze some V3 and V4 markets, suspending new deposits and borrowing. These facts show that interception is layered: stablecoin issuers halt transfers, L2 governance moves assets directly, and DeFi protocols block paths to leverage.

From this, I infer that what truly determines whether losses can be contained is whether each layer is willing and able to coordinate quickly. Tether’s freeze only blocks USDT transfers out; it does not mean Binance has recovered the funds. ETH already borrowed from Aave remains under the attacker’s control. My observation is that a large amount frozen does not necessarily mean a high recovery rate; subsequent return procedures and interception of cross-chain swaps are the key variables.

Conditions to monitor include whether balances at stolen addresses continue to fall, whether the amount of frozen stablecoins increases, and whether related trades appear on exchange channels such as THORChain. If the hackers convert the funds into assets that are harder to freeze or disperse them across chains, the force of the above assessment will weaken.
