Nigeria’s central bank (CBN) has just issued new rules for non-security virtual assets: to issue foreign-currency stablecoins locally (like USDT/USDC), you must register a licensed entity in Nigeria and have paid-up capital of at least about 15 billion naira (reported to be roughly US$11.16 million).

The threshold for naira-pegged stablecoins is about 10 billion naira. Algorithmic stablecoins and foreign-currency-pegged coins backed primarily by crypto assets are banned outright. Reserves must cover 100% of the circulating supply, plus a 2% buffer, and holders can generally redeem at face value on the next business day.

Existing operators have 180 days to apply for a license. Africa’s largest crypto market has now turned dollar stablecoin issuance into a “locally licensed business.”
