₦15 billion — Nigeria sets minimum paid-up capital for foreign-currency stablecoin issuers.

Around 11-05, the CBN issued the “Rules for the Operation of Non-Securities Virtual Assets,” reportedly effective the same day: minimum paid-up capital of ₦15 billion for Class 2 foreign-currency-referenced stablecoin issuers; ₦10 billion for Class 1 naira-referenced issuers; and ₦1 billion for other non-securities VAS, separate from any SEC capital requirements.
Platforms facilitating P2P transactions must obtain separate CBN approval; existing entities reportedly have a transition application window of about 180 days.
An SEC licence/registration does not automatically grant CBN authorization for payments, foreign exchange, or custody; issuance of the rules does not mean all issuer licences have been granted.
