Ukraine’s Central Bank Opposes Current Crypto Asset Bill
11-05 Ukraine’s central bank said it does not support this version of Virtual Assets Bill No. 10225-d and wants it sent back for rewriting. The day before, the Finance and Tax Committee had just recommended it for a second reading.
Three reasons: foreign tokens can be used as electronic money, while their issuing countries do not regulate them properly, so the central bank needs the power to impose restrictions; foreign assets are subject to simplified rules, leaving room for regulatory arbitrage; and letting the securities commission decide on its own which platforms to license during the first five years deviates from the working group’s agreed plan of “open bidding, initially limited to three.”
The central bank said it received the final text only on the eve of the vote, and several points agreed on by the working group were left out. The NBU supports regulation modeled on MiCA, but says this version threatens monetary sovereignty.
10-29 It had just raised its key interest rate to 16.5%, its third hike since July. The framework law was passed in 2022, but will not take effect until the tax code is amended.
